Preamble
In the name of Ahura Mazda, the Wise Lord, source of all truth and righteousness—guided by the sacred teachings of Zarathustra as preserved in the Holy Gathas—inheriting the legacy of just governance established by Cyrus the Great—the Association of Zoroastrian Integrity, Instruction & Enlightenment is constituted as the governing authority for Zoroastrian spiritual matters.
I
Name & Identity
This body shall be known as the Association of Zoroastrian Integrity, Instruction & Enlightenment, hereinafter referred to as AZIIE.
AZIIE operates as the Governing Council of Zoroastrian Spiritual Authority, maintaining jurisdiction over matters of faith, education, and institutional recognition within the global Zoroastrian community.
The official seal of AZIIE, bearing the inscription "Governing Council of Zoroastrian Spiritual Authority," shall authenticate all official documents, decrees, and certificates of recognition issued by the Council.

Sacred Foundation
AZIIE derives its spiritual authority from three eternal pillars:

Ahura Mazda
The Wise Lord, supreme divinity and source of Asha (Truth/Righteousness). All authority flows from alignment with divine truth.

Zarathustra
The Prophet who received and transmitted divine revelation. His teachings, particularly the Gathas, constitute the supreme scriptural authority.

The Cyrus Cylinder
The first declaration of human rights, establishing the precedent of just and compassionate governance rooted in Zoroastrian principles.
These foundations are immutable. No decree, ruling, or action of the Council may contradict the principles established in these sources.

Scope of Authority
AZIIE exercises authority in the following domains:

Theological Guidance
Issuing official positions on matters of faith, practice, and interpretation of sacred texts.

Institutional Recognition
Reviewing and granting formal recognition to Zoroastrian organizations worldwide.

Educational Oversight
Establishing standards for Zoroastrian religious education and scholarly instruction.

Platform Governance
Direct administration of platforms operating under AZIIE authority.

Preservation
Safeguarding sacred traditions, texts, rituals, and practices for future generations.
Limitations of Authority
AZIIE does not claim jurisdiction over civil matters, property disputes, or secular governance. The Council's authority is spiritual and educational in nature. Individual Fire Temples and regional communities retain autonomy in local administrative matters not pertaining to core theological principles.
IV
The Council
AZIIE is governed by a Council of Elders—scholars, spiritual leaders, and appointed members who demonstrate mastery of Zoroastrian theology, ethics, and tradition.
The internal structure of the Council, including specific positions and their holders, is maintained privately to preserve the integrity of deliberation and decision-making.

Composition
The Council comprises members appointed through internal processes, representing diverse expertise in theology, education, and community leadership.

Application for Service
Individuals of exceptional qualification may submit applications for Council consideration. All applications are reviewed individually; acceptance is determined by the sitting Council.

Deliberation
All matters before the Council are decided through deliberation rooted in the principles of Asha. Decisions reflect consensus aligned with sacred teachings.

Recognition of Organizations
Organizations seeking formal recognition by AZIIE may submit applications for Council review. Recognition is granted at three tiers:

Tier I — Full Standing
Organizations demonstrating complete alignment with AZIIE principles, active commitment to Zoroastrian education and practice, and established community presence. Full Standing organizations may participate in Council consultations.

Tier II — Affiliate Status
Organizations demonstrating commitment to Zoroastrian principles with developing programs or limited scope. Affiliate organizations maintain observer status in Council matters.

Tier III — Provisional Recognition
Organizations under active review or in early stages of development. Provisional status provides a pathway to full recognition upon demonstrated progress.
Review Process
Each application is reviewed on a case-by-case basis by the Council. There are no fixed criteria; recognition is determined through holistic evaluation of an organization's alignment with Asha, its service to the community, and its commitment to authentic Zoroastrian teaching. The Council's decision is final.

VII
Decrees & Guidance
The Council may issue official decrees on matters of theological importance, ethical guidance, and community direction. All decrees are:

Derived from the Gathas and authenticated Zoroastrian texts.

Subject to Council deliberation before issuance.

Documented
Published and archived for community access.

Binding upon organizations holding AZIIE recognition.
VIII
Amendments
This Charter may be amended by unanimous decision of the Council, provided that no amendment may contradict the Sacred Foundation established in Article II.
Any proposed amendment must be deliberated over a period of not less than forty days before adoption, allowing for contemplation and alignment with Asha.
IX
Perpetuity
This Charter is established in perpetuity, binding upon all successive Councils and recognized bodies. The authority of AZIIE endures so long as it remains aligned with the eternal principles of Ahura Mazda, the teachings of Zarathustra, and the legacy of righteous governance.
